I dont know about the USPCA but as far as the RSPCA are concerned...I reported some eejit down the road from me who was locking his dogs in the car all day and going to work, this was ongoing for weeks during the hot summer ast month.. I rang them, asked for a name, when they were going to see them and if they had an incident number, which they did....Surely it should be the same over in Norn Irn....
I have nothing better to do!!!!

Perhaps you could contact Defra to find out the legal position. I had a look at their website and found this:

but unfortunately that particular legislation applies to England and Wales. I don't know what the NI law is, but what is going on must surely contravene some sort of law here.
Or perhaps you could contact the police? It sounds like there needs to be some sort of immediate intervention, especially on the part of the cat being starved to death and the goat choking itself, not to mention your poor aunt. What you know is probably only a fraction of what is going on. If you don't want to contact the police then perhaps an anonymous phone call to a local vet would be helpful for you to gather your facts and decide what action to take.

Contact their local police, if you don't know which station it is phone your local station and ask them.
