    If Beavis wins, then I expect PPCs to say this only applies to car parks where they pay for a fishing licence, likewise the same could be argues if Beavis loses.

    either which way id be surprised if the result leads to a clear cut decision.

    should the "fishing licence" , not be resultant on paying business rates and VAT on the selected "pond"?

    If Beavis wins it's heading for the Supreme Court. If Beavis loses it might be heading for the Supreme Court, depending on (i) whether Mr. Beavis is up for it and (ii) whether he can get pro bono representation again.
