Can anyone explain this have looked and it but I need it in laymans terms I think I know what it is but not sure..

This register contains any charges and other matters
that affect the land.
1. A Transfer of the land in this title dated ?? ?? ????
made between (1) The Metropolitan borough of ""here"" and (2) mr blog and mrs blog contains restrictive covenants.
NOTE: Original filed.
2 (?? ?? ????) A charge having the priority specified in section 156 of the Housing Act 1985 to secure the liability under the covenant to repay discount contained in the Transfer dated ?????????? referred to above.

Sounds like they bought off the council and have to repay some or all of the discount they got if they sell.
Usually this charges are time limited. Yep. I'd guess at the original pre-emption charge for the discount on a RTB too.I am a mortgage broker. How do we get this off the deeds which are nearly 20 years old step by step idiot guide would be helpful0
