HBS too slow. Can we complain?

Is there a chance to complain and claim some money back for a ridiculously slow homebuyers survey? Natwest instructed Tyser Greenwood and it was carried out on the 24th. Still no sign of a report and apparently it's not even written yet. That's 11 working days already. We want to see the report but the seller is already starting to threaten to pull out (it's been a month since he accepted our offer). We've already got the mortgage offer and solicitors instructed but this is really holding everything up.
We're going through a broker. Who do we complain to the broker, the bank or the surveyors?!

Also, I'm sure a very simple question: when solicitors tell you that our report is ready, what does that mean? :)

    Sounds like the surveyor is where the problem is.

    Yes, everyone called them already, the broker, us, the EA. They just say it'll be sent when it's ready. The EA was the last one to talk to them today and they said it's not written yet.
