They won't pay my pension lump sum?????

Hi All,
I retired via ill-health a while back with my last job, and also at the same time applied for ill-health on a previous pension at my old workplace. Although I was granted ill-health retirement by my old workplace, I disputed the level of benefits offered. Because of this, I didn't want to withdraw any of my pension due to this dispute. I took them to a Tribunal and won (although they are appealing) but I have now decided to withdraw my pension as I need work doing to my house. This dispute has been ongoing for the past 19 months and I was told today by the Pension administrators that they can't pay my tax tree lump sum (£12,000) as it should be paid within 12 months of me being entitled to it (Crystallisation of pension lump sum rules they stated). When I initially disputed the quote they offered me, I emailed the Pension administrators who advised me there was no time limit on me returning my pension withdrawel form. Does anyone know where I stand? I didn't withdraw my pension at the time as I was disputing it and was going to wait until the outcome of the Tribunal. I am 43 years old. Any advice would be greatly appreciated.
Kind Regards,
Dbw

Thanks Xylophone,
TPAS were pretty astonished why they wouldn't dosh up. As I had been advised by them that there was no time limit, and I acted on their advice, they had a duty to put me back in the position had I not taken their advice. Anyway, it didn't matter as they obliged in paying me, don't know how they wrangled around it which doesn't really matter to me.
Thanks,
