HR report out of date for retype?

A friend wants to know some information on a retype of a home report.
Why would a survoyer decline it on the basis of out of date. And what does refreshing the report mean?

When you purchase a Home Buyer's report the surveyor will be covered by their professional indemnity insurance. ie if they mess up you can sue and claim for damages. So if the Home Buyer's report was done 6 months ago, the surveyor might refuse because the risk of new issues is too high and he might not be covered by his insurance. I'm guessing 'refreshing' the report would mean just reconfirming the valuation and providing it to a new client.Changing the world, one sarcastic comment at a time.0

Home Reports have an expiry date depending on the Lender.
