The fact that you are suggesting returning the only evidence you have that they have continued to harass you indicates your ineptness in this matter. I'd advise you NOT to make any legal action which might cost you money.

TVL's pattern of harassment is well-documented and they even acknowledge it from time to time.

I can't imagine that a small claims action for a few pounds in legitimate costs would stand or fall on whether the letters were provided in evidence.

I wouldn't return them unopened, solely for the reason that the costs involved in doing that are minimal. I would write a whole letter for each one, including a note of the fee to TVL of doing so.

Then after 3 or 4 months, I would take legal action to recover the accumulated costs, including interest on the earlier unpaid amounts. It's entirely unreasonable for a public authority to write to people in the terms they do, and then to claim that no response was required.

I think they should give the unemployed free TV licences , they can use that money on ciggis, tinnis or dope , in fact give them the payment in a lump sum ,

Not that funny since people on benefits, particularly women on benefits are disproportionately prosecuted for TV Licence evasion (by the BBC).
