4 year old Excel Parking Charge Notice

I received a letter today 09/04 from Rossendales Collect in connection with a Parking Charge Notice issued by Excel 4 years ago threatening recovery action!
At the time I received a letter dated 26 May 2011 enclosing an Excel Parking Charge Notice issued10 May 2011.
I spoke to Excel and wrote to them enclosing a £10 cheque to be in full settlement of the PCN as I was parked in an otherwise empty car park so not much loss of revenue for them.
Received an Excel Notice to Owner of intent to issue Court Proceedings dated 13 June 2011 (but acknowledging receipt of my £10).
Received an Excel Final Demand Notice dated 19 July 2011
Then the heavy stuff ......
Received a letter from Roxburghe Debt Collectors dated 10 August 2011
Received a letter from Graham White Solicitors dated 23 August 2011 Notice of Intended Litigation
Received another letter from Graham White Solicitors dated 06 September 2011 Final Warning of intending to seek clients instructions to apply for 'Application to the Court under Civil Procedural Rules 31.16 etc.
Is today's letter yet another bluff?

did they cash the cheque?
this is before the changes in the law regarding POFA etc , however you have "outed" yourself , by naming yourself , so they will send scary junk mail for upto 6 yrs . remember this is Rossendale COLLECT , not Rossendale BAILIFFS
you "could" if you feel like it reply telling them to G55 st&*(^^& , and refer it back to Excell , however you have actually admitted the charge and made/or tried to make payments , knowing you were in the wrong.

Yes, the cheque was cashed within a couple of days.
TBH, when I went into the car park concerned I didn't realise that it was a pay car park and went into the hotel to have breakfast. Having been photographed there I didn't see much point in arguing the case but after speaking to them decided to send them the tenner.0 -
they have then accepted your payment for full settlement , tell rossendales to get ,,,,,,,
try and locate a bank statement printout , should look good in court.
excel may say its a part payment , however they don,t hold a licence to give credit or finance?
might be wrong but they are stuffed0
