already taking small amount of pension

I have been taking a small amount from my pension due to ill health for the last 4 yrs [ I am now 59 ] and am still working 30 hrs pw .
my pension company has just told me I cannot take advantage of the new laws about being able to acess my pension money ... can someone explain why this is pse ? thanks

    It will be any of the following:

    1 - you no longer have the pension but have an annuity (i.e. you bought the income from your pension 4 yours ago)
    2 - it is a defined benefit scheme and already in payment.
    3 - it was an occupational pension and you are now in receipt of the scheme pension income
