Bristow and Sutor...why?

Not so long ago I received a letter off Shropshire council concerning a debt for use of school transport, I couldn't afford the transport and I informed them of this, and basically nothing was done, no letters or nothing. My daughter left school in May 2014 and I received the letter a few weeks back, it was for £1033.00. Foolishly I did nothing about it, I was angry to be honest as half of the time during the period that this debt incurred she was living with my ex wife who seems to have forgotten that part.
Anyway to cut a long story short, I received a letter off Bristow and Sutor this week as the debt has been passed onto them, basically asking for financial details, I do work but on a very low income, but I didn't think they got involved until it had gone to court as they're bailiffs? I will make them an offer, are they strict on offers I make, I don't want to overstretch myself as I said Im on a low income, also would there be any possibility I could get in touch with the council and try to have to debt passed back to them and deal with them direct? Sorry for the long winded post....thanks in advance for any advice.
