Poor Drainage

Daughter's new (rented) house has an area at the back door that was covered in pallets that were apparently used to support a shed. We lifted the pallets because there was a mouse problem. Underneath is heavy wet soil littered with lumps of cement, and it's very boggy although the weather has been dry for a week at least. The neighbouring gardens are higher up, and I'm thinking they drain into this one. Is there any way we can improve this or any suggestions as to what to do with it?
