Right of offset TSB/Lloyds

I understand that TSB & Lloyds are now totally separate banks, having ran up some debt a few years ago with Halifax, Natwest & Barclays. I've been using a credit union for many years and now need a "proper" bank account.

Does Halifax (Lloyds Banking Group) have the right to offset from a new TSB account as 50% of TSB is owned by Lloyds Banking Group?

I know that I should stay away from Lloyds themselves and I am however TSB are the only independent bank that I can apply to that seem to take a provisional driving license as ID.

Any help or advice would be gratefully received.

    There is no definite yes or no here, it's always a possibility.

    Rule of thumb, never bank where you have debts, it's that simple really.

    If you choose to open an account, you do so at your own risk.

    You say you "ran up some debts a few years ago", if the debts are no longer with the original creditor, for example , if they have been sold, then the risk of offset diminishes.
