Apologies in advance for a question that may seem obvious to others however I'm a first time rates payer!
Q- it says installments payments are an option, "to a maximum of 10 months" does this mean I have the option to decide the number of installments per year ie 2 or 4 etc?
Thanks in advance

No option like that. If you switch to instalment now, for example, you'll get 10 instalments - April to January. If you switch in early July for example, you'd get 7 instalments (July to January). There is a discount available if you pay in full - for a standard ratepayer that's 4% if you pay within 30 days.0

if you set up a direct debit the usual options are
1 pay the whole bill in one payment (4% discount)
2 pay over 10 months .
If you dont set up a direct debit you have other options

You can pay online ,by telephone,at the post office or pay point outlet .Any of these options will give you the choice of how much you pay and when ,weekly ,monthly or whatever ."Do not regret growing older, it's a privilege denied to many"0 -

The amount due would be divided up between the number of months left to pay in0 -
