Pension from a Foreign Country (EU)

I wonder if anyone can shine some light on this subject.
My mum receives a widows pension from Belgium and I was wondering if the UK mainly her council can count this towards her earnings as I believe she is missing on some entitlements. The council says that she has too much money and have done the usual thing of snooping into her account to see how much she gets and how she spends it. As far as I know they are not allowed to do this unless she is being investigated which she is not. What can be done about this and can she tell the council to go and multiply as they are not allowed to count this foreign pension towards her earnings, also how do I put this in a letter if it is true.
