selling an endowment

I have around 9 years left on my endowment policy. I believe it was badly sold to me but I waited 14 months for the Financial Ombudsman to tell me that they didn't believe this to be the case! I no longer have it with a mortgage but kept it as a possible investiment. However, it not meeting it's target it's making very little each year on bonuses and I refused to pay the extra money per month the Royal London wanted me to pay as I thought £70 a month was enough. Can anyone advise what the best option would be - cashing it in or selling it onto someone?
