IPC Complaining about an operators breach of the code

I took the text below from the IPC web page
Has anyone had any success complaining about the operators breach of the code?
Reading the numerous threads it would seem that many of the tickets issued incorrectly are because the operator has breached the code of practice.
So if an appeal is rejected but its clear the operator has breached the code surely its worth a letter to the IPC?
"I want to complain about a parking operator?
If you feel that a parking operator who is a member of the IPC has breached the Code of Practice, then you can make a complaint against them. To do so you must write to us at the address below giving full reasons for the the complaint. Upon receipt, the IPC will investigate the matter and may take disciplinary action if it is appropriate. The IPC's decision is final in such circumstances.
Please note, the IPC will not consider complaints about individual parking charges, only where an operator is said to have breached the Code. If you have a grievance about a parking charge then you need to consider appealing against that charge - not making a complaint."

So are the IPC regulated by who?
I realised when writing that these organisations are on the operators side, eventhough all the text on their web sites say they are super impartial.
So if I can prove the parking operator has breached the code and the IPC refuse to seriously look at the problem , who do i complain to?
MP, Landowner (not sure how to find this out) Local council?
The more i read about people having problems with these cowboys the more angry i am getting

They aren't regulated - that's the problem.

Complain to the DVLA about them accrediting an organisation that does not enforce compliance with its own code of practice. And then complain to your MP about the DVLA giving you the brush-off and not taking your complaint seriously.Je suis Charlie.0

Complain to all the businesses affected, whether you use them or not. Some of them, The Range, Lidl, Aldi have Facebook pages, use them, write bad things on them.
Write to Local Council Trading Standards Departments, (not the ill-trained volunteers at C.A.B.), Chambers of Commerce, Tourist Offices, local papers and radio stations. Kick @rse.You never know how far you can go until you go too far.0
