Equitable charges

Don't know if this is the right thread, so apologies if not. I have a friend is is looking to get a secured loan. However, he has an equitable charge from Link Financial (pains i know right?) He phoned them and asked for them to send him the amount for the charge value and they have sent a letter claiming he needs to pay over £15k to settle the account.
Now he has the original charging order letter from the court stating the charge value at just over £10k, stating that it is a 'Final charging order is made confirming that the interim charging order shall continue without modification'. So how can link add another £4.5k?
