VCS discounted payment period query

My son has sent off his appeal to IAS after getting a PCN from VCS. VCS have sent him a letter rejecting his reasons for his “alleged” breach of parking regs, the last paragraph of their letter reads
“It is important to note that if you appeal to IAS the discounted offer will no longer apply and the full amount will be payable should your appeal be rejected”
Is this statement correct ?
I fully expect the appeal to be rejected, if this happens and we decide not to pay, what are the next steps?

the next steps would be to ignore everything EXCEPT an LBC or an MCOL from the creditor (vcs) or the actual landowner (unlikely) - for 6 years, for england and wales (5 in scotland)

I have just had a closer look at the "ticket" and the actual name of the car park written by the warden is Strawberry Place but my son was parked at Strawberry Place East which is another car park with a different ticket machine different tarrif and is 100m away
Would this technical error by the warden be enough to get the case dismissed?

the only people who can "dismiss" a private invoice are :
the IAS (appeal already submitted)
a judge (small claims court)
the landowner (self explanatory)
VCS (the people who sent the invoice demanding payment)
or it runs "OUT OF TIME" under the small claims procedures at the small claims court (6 years)
I think you may be mixing it up with a legal document like a proper council penalty charge notice (pcn)0 -

Appeal to the IAS and point out it's a completely different car park. The IAS will dismiss your appeal and will give bizarre reasons as to why it's your fault that the car park names don't add up. Use all the usuall appeal points too.
The reasoning is that the appeal rejections are so skewed against the motorist they won't want a judge seeing them so will be hesitant to go to court.
You will get very scary letters for ages once the appeal is rejected.0
