Hi-viz bike panniers (with reliable bungee clip for off-road use)?

I'm looking at getting some rear panniers for my mountain bike, so I can bring the shopping home more easily.
As usual... I know what kind of panniers I want... but it seems like they don't exist. Can anyone help?!
Half my riding is on the road, but half is off-road, so I want some panniers that will grip on REALLY tight and carry a decent weight. I've read the (otherwise great) Ortlieb use a plastic clip, which can break (requiring a whole new pannier!), but Arkel use a bungee clip, which grips tighter and won't break (if you replace the bungee occasionally).
But, since I ride on-road too, I want panniers that are as bright and reflective as possible (fluorescent yellow would be ideal).
After hours of searching, I can't seem to find anything that's big, bright and grips on tight!
The Arkel Orca 45 panniers seem almost perfect... but they only come in pavement-camouflage black! http://www.arkel-od.com/en/orca-45-waterproof-rear-panniers.html

Argh... I went for a compromise. I found out can get spare parts to repair the clips on the Ortlieb panniers, and as it's only the reliability of the clips I'm worried about (and the price!), I went for them.

I'll try to take it easy off-road and hope they hold out. I can't believe I just spent £162 to replace my £30 backpack though. The non-high-vis ones are about £40 cheaper too!
