Builders often offer an incentive to use a solicitor familiar with them, their solicitor and the HTB scheme. Their panel firms will also be on all lender panels.
You may find if you insist on using another firm, they won't sell to you. Control is what a builder seeks in ensuring you will proceed to exchange of contracts within as close a time as possible to the 28 day target.
There is currently sufficient demand in many areas for them to call the tune...I am a mortgage broker. What you read was talking about estate agents. An estate agent can't force you to use their tied services (mortgage broker, solicitor, etc).
However, the vendor is a different matter. In your case, Kier is the vendor (seller), not an estate agent. The vendor can have any requirements of buyers that they like. You can try to negotiate if you want. How far you get will depend how in demand the houses are.0 -

My partner and I were told the same thing by kier...we were really pressured into using their solicitor but we ended up using someone that was recommended to us.
Don't be pressurised into anything!! That goes for using their financial advisors too0
