It's the same as people not taking their spouse seriously when they tell them they will leave if they don;t change their ways. It is only when their spouse starts packing their bags to leave, that they take the threats seriously.
And what's your opinion of someone who doesn't care if their spouse is thoroughly miserable in the relationship due to their "ways", as long as they aren't actually going to leave? Is that a person you'd like to be married to?
And why would you want to leave your current employer if you are getting what you wanted anyway (ie: more interesting projects to work on, promotions, etc)?
I might be happy with the work but not happy with the money, just to give one example out of the many possible permutations. Or I might see no further room for development beyond the next promotion and so getting that promotion is neither here nor there in the context of my career. But why would that mean that I would not want those things in the meantime, if I have earned them and deserve them?
If you don;t want to leave your current employer for that reason, then why would you want to actively take on more long-term project work (for example) only for you to leave them in the lurch when you leave?
The time to stop giving me work that might take me beyond the end of my notice period is when I hand in my notice. That's the whole point of having a notice period.
