Overseas rental income - was personal allowance scrapped?

There was talk last year that the Chancellor was going to scrap the personal allowance for overseas landlords. I didn't see anything about this in the budget yesterday - or has it already been decided on?

    There was talk that all non-UK tax residents might not be entitled to a personal allowance, but that has been kicked into the long(ish) grass again.

    Are you sure you're not getting muddled up with the new Capital Gains Tax rules on residential property for non-UK tax residents?

    Nope, was definitely in relation to the personal allowance, however all references I can find relate to scrapping it in general, not just in relation to rental income. If it's been put back on the shelf for now then that's good news :T.
