Consider someone who emptied a capped drawdown scheme in 2014-15 by using the small pots provisions. Can he still make pension contributions, to a different scheme of course, in 14-15? In 15-16?

Yes, they can. Nothing in small pots or triviality bars future pension contributions. The payments can be to a pension pot run by the same firm and even the same scheme, if by that you mean pension product/plan.0
