Oh No! ,sorry to hear our suspicions are founded !
Hope someone comes on who can help. We had similar situation as you, can see from back posts of ours and we had to agree to pay what turned out to just over 30% of our income or they would have gone for the 40% by DEO which you have no control over(not that you have much with losing 30% of income.)Also it seriously affects any tax credits as they assess you on what you earn not whats's left after the 30% taken off. With our our necessary goings for services, getting to work etc it was really hard to manage. All 4 children of the relationship were quickly alienated by the pwc & we went from having them EVERY weekend for over 6 years to not having them at all. Her decision but not fair on them or us ! I came on here & got advice ..some people were very helpful others very judgemental, like Oh no, here come another nrpp who wants to control things & resents the CM payments. So untrue ! Very upsetting to someone who welcomed all the children every weekend together with mine. Was quite hard work for me but I threw myself into the challenge enthusiastically. Also we never had a statement from CSA ,despite living in the same house where the original form sent to, for many years. We had no worries about letting the pwc tell the CSA we were paying her, after all we were doing a lot for the children every single payment is on the bank statements (we save everything !!)& It's especially not fair that THEIR tardiness leaves people open to being 'taken for a ride'. It's been almost 3 years since the letter from the CSA saying we had arrears. We had a tribunal(we won that!), got MP to look at case (it only really sped things up at the CSA end) nothing much he could do. We had to really watch every penny to make it go round. It made me very ill & my husband had a couple of weeks off for stress but was worrying even more how we would manage! NACSA are supposed to be very good but we never used them ! We just kept thinking it would all be sorted out in the end after all they could see the money that went to the pwc & they let her decide if she would admit it was for CM but that was 3 years ago & we're still paying (less now though as ongoing case ended & we insisted ,while Ch/ben fraud investigation was under way, on paying under their 2 year debt remit)
You can ask for all the paperwork about the case & go through it yourself.

Some good points Cally, the OP's yours, and others, the moral of the stories seems to be, manage the case yourselves (as in keep an eye on it) .
Sadly I do feel many have the incorrect view of what the CSA is about eg it is a punishment for the NRP controlled by the PWC with the CSA as backup.0 -

Thank you,I wish I had the benefit of hindsight but hopefully others can learn from our experience. Its nearly coming to an end I guess & we just about survived (& our marriage)! Who knows, in the future it may be deemed as 'unfair' & we will have redress. It's one thing being told to support your children by the CSA but genuine caring parents know how to do that for themselves. ( I was a pwc twice !)I guess its just the exact amount needs to be discussed. I personally think the quality of care & support is more important than actual money changing hands. There's too much bitterness in a lot of ex relationships -Let the other nrp have money to spend on the child when they come to see them & make some decisions . It's a question of what both parents agree on ...if only it was so simple....0
