I thought you didn't want to ruin your credit rating?
You had the money and didn't send the required evidence in. Why not just fix a payment plan at a level you can afford?
HMRC debts do not appear on your credit file and will not do unless it gets to a court stage depending on the judge's action. As long as the OP pays something then it is unlikely to reach that stage. The DCA will not initiate it, HMRC will but as the OP says he is going to wait until the case gets referred back to HMRC and start paying.0 -

and as you know, Rossendales the DCA now own this debt I presume? can they ruin my credit rating if I don't pay the £635 in 2 payments, which I can NOT do!0

If you want the DCA to accept your payment offer, you need to act in a reasonable and suitably sensible way. I would submit to them a spreadsheet showing your income and outgoings. Remember to include money set aside for your emergency fund and everything else, as per the Statement of Affairs you can fill out on Stoozing. What you will find is that you have a better justification in their eyes for refusing the full payment they want, but by ignoring them and refusing to engage with them you will force them to take you on for a CCJ or similar and then the repayment plan would become more formal and more seriously affect your credit rating.
If it were me, I would send them my SOA and a written explanation regarding what you can afford to pay. Cite future necessities that require payment and inform them of your circumstances to provide some context around your SOA.

I want to pay HMRC and not the DCA, the fact is because I didn't send a form off, they are charging me for money I do not owe, they've assumed my income is more than what It was for the financial year0

The DCA do indeed have no right to see your financial details, but if you want them to play nicely and not force you to bare all in future before a court (Though for such a small amount it is unlikely but stranger things have happened) then showing them what is affordable could stop them pestering you for higher amounts.
I know you want to pay HMRC direct, but unless you manage to secure that with HMRC, it seems unlikely that you'll be able to.Original Total: £34200.78 / Current Total: £24017.00 (July 2017) -29.88%!

Rossendales don't 'own' the debt and don't report to the credit reference agencies.0 -

Rossendales, as Fatbelly says, don't own the debt, it's just been assigned to them for collection, normally if they fail to do this, the debt will be passed back to HMRC.
I personally would not give rossendales the time of day, simply because of the attitude the guy presented to the OP.

Written complaint is the way to go, if no luck, take it to the adjudicator, this is the correct way to sort this out via the correct channels :
