Boots No7 - 3 for 2 - its changed?

Just a grumble really - i have bought No7 concealer sticks for years and I noticed on this site that the free gift was back. I went to Boots and selected by 3 concealers and I always have and the lady said the 3 for 2 on these had been taken off during the gift season, so I had to buy two at full price £27 in total to get the free gift - well its hardly free then is it, as I lose out on the third £13.50 concealer.
She said it had always been this way and I disagreed with her, saying it must be boots cut backs, as I always stocked up when the free gift was on and sometimes used a voucher too if the timing was good.
I am right aren't I?
Has anyone else had a problem like this?
