Debt Collector chasing paid debt

I couldn't find the appropriate forum for this, so i apologise if this is the wrong location.
I owed some money to the local council when they decided a previously "voluntary" scheme was being turned into compulsary for local businesses.
I was disputing the fact that I hadn't agreed to join the compulsary scheme, and hadn't paid the annual fee associated with it.
They employed Alex M Adamson to collect on the debt, and after they began disrupting my business, I just contacted the council and paid the debt off.
However now Alex M Adamson are attempting to collect on the fees associated with employing them to chase the debt in the first place and are threating to begin the "enforcement" for their fees, which are MORE than the initial debt to begin with.
I was under the impression that paying off the debt in full with the original creditor that this would resolve the debt.
Any advice on how I should proceed?
I'm not sure what type of enforcement they mean, besides making a public display at my business, as we don't deal in cash, and anything of value within the clinic is required for the business to function.
They have made claims that they have a right to enter locked premises, which I did not think was true either, so i'm not really sure what is going on.

Has this been to court, and a judgement issued against you ?
If so, the bailiff will be entitled to certain fees.
