Loft conversion, offer conditions?

We are buying the house with a loft conversion, however that loft hasn't got planning permissions nor the building regs.

This is not a big issue for us as we would invest to obtain the building regs. The loft has been there for over 10 years and it looks in good condition.

I have noticed on our mortgage offer, conditions section:
Improvements/extensions:
All necessary planning and building regulation approvals in respect of the proposed and/or completed improvements to the Property must be obtained and placed with the Title Deeds for safe custody.

Does that mean we would need to obtain building regs before exchange/completion, or is it just default paragraph everyone has in their offer?
