Can the CSA take into account working tax credits even though that's meant to allow someone to make enough to live?

Yes they do, and child tax credits.
Its swings and roundabouts really because the NRP gets a discount for any new children in his household (biologically his or not) so you could say why should his/her first set of kids get less because there are new children involved.0 -
There's no reason why tax credit shouldn't be taken into account. The fact that it is meant to allow "enough to live on" applies to all income, including earnings.0
