TV License - DO I have to declare I dont have one every year!

Dont open the door is the best option.
And certainly never sign the "form" just to say you dont need a licence.
If they get in they will and do lie.

I stopped owning a TV a few years ago. I told the TV License people who checked every few months by letter, and I kept responding back to say "no...I still don't have a TV" and after a while of doing this every few months just got fed up with this so I stopped responding. I decided if they really wanted to come around and check then fine, bring it! Just as long as they didn't mind wasting their time.
So far since doing that I am yet to have another letter- and no one has visited. Maybe they were lonely or something and needed me to reply to reply back again...I've no idea! But what worked for me was to stop talking to them and they seemed to have stopped talking to me!0 -

It's worth saying that the letters and visits are done on the basis of it being the whim of the BBC - there is no law requiring them.
That means that both can be safely ignored.
The letters in particular are sent in vast quantities (tens of millions), and whilst they might appear to be relevant to your circumstances, it is just a PR trick.
The problem is that the TVL process breaks down at the limits. There are hundreds (thousands, even) of cases where citizens' rights and innocence has been abused by them, and it can be very difficult to disentangle yourself, once you have fallen into their web.
I would strongly suggest ignoring the letters and the visits. I know that will be counter-intuitive to nice, helpful people, but it really is the best, simplest and safest approach.
Just to add, TVL likes to use words like "claim" and "declaration" in respect of you telling them that you don't need a licence, but those words are, again, PR trickery. The fact is that the "declaration" is not legally required, nor does it have any legal standing, nor do TVL, ultimately, believe you.0 -
Thats the catchup rather than recorded service then .
If it was live and you recorded to watch a few days later then you need a licence .
The basics are watch or record any live program then a licence is required .
It's worth adding to this that it's important to get one's terminology right. You don't want to "admit" to recording if you aren't recording.
Watching this way is "using catch-up", "watching on-demand" or maybe "streaming".0
