Mortgage application: partner not on electoral roll

Hi all,
My husband and I are about to apply for a mortgage. Our credit history appears to be in good order; no loans, credit card purchases paid in full each month, no missed payments (save for one about 3 years back, and which was completely the bank's fault), and have not dipped into our overdraft for 5 years, long-time employed, no dependents, etc.. We thought our case would likely be straightforward, until we realised my husband, being a resident but non-UK national, is not and have never been on the electoral roll.
Would this negatively impact our application, and that we're better off applying for a single mortgage? We've never had a joint account. I make around 33k, he 12k (on a zero hour contract).
Any advice is greatly appreciated.

Really hoping to get some input. If it helps, we were aiming for a property in the 175k region, with either a 10% or 15% deposit. We're really in need of some guidance so we are not needlessly looking (in itself a nerve-racking task) and hoping for properties that turns out to be beyond our reach.0

Can you provide documentary evidence of where your husband has resided since moving to the UK.
Your husband will be a financial dependent should you not include him on the mortgage application. As you might as well include him.
How long has he been employed in his current position. Regular worked hours over an extended period negate the contract to some extent.0 -

To answer your questions, 1) Yes, we are able to provide documentary evidence of his place of residence, 2) He's been employed for about 8 years. Does this somehow help our appication, or should we still view his credit history (or lack thereof) as a very likely pitfall?0
