How to repair damaged and incorrect credit record?

Few months back I have received letter from company called Lowell claiming that they purchased my debt of 29 pounds from t-mobile and that I have to pay it to them now. Unaware of any debt I considered the letter scam.
However, later I checked my credit reports and found that there is a default from t-mobile in the value of 29 pounds. I have contacted t-mobile (now EE) customer services which depending on whom I talked to, claimed that either it is a mistake, or that I really owe them the money or some combination of both. After several calls over period of about a month I have got in touch with somebody from back office accounting who told me that: Since my account ended in 2012 most of the records are missing and it can’t be determined what exactly happened and for what the money are owed, but she was confident that I didn’t pay some charges incurred after the termination notice. Nevertheless, she removed about 12 pounds from the 29 since they charged me for early termination which they were not supposed to and I have paid remaining 17 to t-mobile over the phone to settle the debt. I was told Lowell will be updated on this and I should not talk to them anymore.
Regarding the credit record, I was told that the record will be updated accordingly and that I must wait up to 6 weeks for it to happen. That time is gone, but my credit report stills states that I am in default and owe 29 pounds.
I would like to apply for mortgage in near future, however, with the current credit record it is unlikely to be successful. Therefore, my question is: how to proceed to get the record cleaned up altogether?

Complain to EE stating that they have failed to update the record and that it is currently inaccurate, meaning they are in breach of their obligations to report truthful accurate and up to date information under the Data Protection Act.
