I've checked the fine print and rules doesn't say its just for the Brighton area looks to be for everyone
It came through on email to me I'm Manchester based when I do select it in the email it does say Brighton in the URL

I changed the location in the URL to my local groupon (Swansea) and it still worked, so it isn't area specific
