The answer has been discussed on other threads with this prize - basically it's anyone's guess what answer they're looking for here.
It's true that if you don't specify a volume (eg a cup, a litre) of fat or muscle, then the answer is false. But given that muscle is a denser tissue than fat, if you take a litre of both, the muscle will weigh more - hence the common misbelief that muscle weighs more than fat. So basically, take your pick of what angle they're coming from!
