Nightmare Neighbours. Been here 6mths and we need to leave

I just cannot stand to be here anymore.
I love the flat, I love the neighbourhood. Unfortunately, we have a couple living below us (Housing association for homeless people).
They constantly play loud music, argue, damage their property.
I've called the police god knows how many times, along with the environmental health and informed their housing association. They have been issued a written warning.
We got a mortgage through the help 2 buy scheme with Halifax. We bought the property for £120k with a 6k deposit.
We have made improvements to the flat and would finish it before moving.
What do I need to look for? How easy, or not, is it to leave after such a short time? We would be looking to buy another property in the same city. Are there any penalties for leaving after such a short time?

There will be penalities, check section 10 on your mortgage offer/kfi.
The other issue you will have is that you have to declare any issues with neighbours when selling. That may prevent you from selling.
I think you would be better just following through on reporting your neighbours to get them evicted. As ACG says, you may have a problem when it comes to selling as you have to declare any disputes with neighbours and that may well put people off or encourage them to reduce their offer.
The definition of dispute is quite elastic, but calling the police would definitely constitute a dispute in my book...
Not being honest about it can bite you in the bum later.. I have heard nightmare stories of people who didn't declare disputes when selling, only to find themselves sued by their buyers a short while later.

I really don't know what to do anymore
I've complained to their housing association. They don't do anything about it.
I hate my life right now. This was the worst decision we've ever made.0 -
Just keep calling environmental health.
