Trying to find small ladies

Clothes sizes seem to be getting bigger, but what about slim people. I have spent hours looking on line and going round stores trying to find suits that fit. Can anyone help.
I need to find trousers with a 24" waist wih 29" inside leg for daughter for school. A size 8 jacket generally fits her. In some shops I have found she is in age 9 clothes but the trousers become cropped. Skirts are not too bad as they just come up short, but trousers are impossible even most size 6 hang off her with a good couple of inches spare aroun the waist. Leggings and jeans are not acceptable.
Any advice as to where to try gratefully received, as she has gone into school with size 6 on today with a belt to try and hold them up.

My wife has the same problem so tends to choose trousers that sit low on her hips to avoid the waist problem. The same with skirts. Perhaps not suitable for school though. She also makes her own skirts or buys too big and alters them to fit.0

Just checked yr measurements, thats a size 4 in Top Shop, 6 in River Island, or XS in H&M. They all stock trousers suitable for school, but obviously at fashion prices, not supermarket ones0

You could look at petite size 6. Petite usually have inner leg length of 30"0
