Opening a new bank account Ex Army

Hi all.
There have been similar threads to our story but this is slightly different.
I recently sat down and chatted to my son who has admitted that he has £22k of debt with 2 creditors.
He officially left the army in June and was paid upto that time albeit he did return home on resttlement in March. He was in the army since he was 17 (now 24) and has always lived in Germany.
Has has debts with the HSBC and is currently applying for charges back from them using this sites help.
He is currently on a full time gas fitting course so as to be Corgi registered then set up his own business in November. He has casual work in an evening but it is not regular or reliable.
We have been looking to open another bank account but because
a. He has not lived in the UK in the last 3 years
b. Has not got a fixed income
No one will give him an account which is very frustrating.
Surely living on Crown property in Germany counts? as you can still sign a credit agreement over there and be bound by UK law. :mad:
I have been in the credit industry for over 20 years so am able (again with the help of this site and Payplan) to help him contact his creditors and agree a long term plan or if necessary go for an IVA.
I have convinced him to jack in his flat (no arraers) and move back with us and try and get him motivated again. What I don't want him to do is think of resigning with the army as 2 tours of iraq didnt do my blood pressure any good.
So which bank will serve him, 'cos I don't know

Can he use your address as his "base" for a bank account?
Where have his Army wges been paid to? Will they not allow a basic account?
Have you tried all the banks for a basic account? Do they not have Forces banking arrangements?
Has he had all his dues from the Army now?
Can he realistically keep his flat with no income & not being in the forces anymore?0 -

Yes he can use my address for the bank
No we have not tried a basic account but will try the Co-op
He is stillowed some resettlement monies
And no he cannot realistically keep his flat so I have paid it upto date and he will hopefull will move out this w/e

I'm so sorry to hear of this situation...seems he's good enough to risk life and limb for his country but can't get an account...what a terrible situation as you said he could sign credit agreements while on a base ..what sense is there in this situation...ie not being in the country for a set time...I can understand this for foreigners but for someone from this country to have this problem is atrocious...what is the world coming to..it makes my blood boil(and no I'm not racist)0
