Californian laws governing completions - help please

Can anyone point me in the right direction of where to report a competition where the company is based in California?

The company in question ran a couple of comps recently - one a sweepstake where tickets had a code printed on a card with varying prizes. One of the winners tried to use the code supplied but was told it was invalid and they could only receive the prize if they purchased an item (and would then be reimbursed). Surely this isn't legal?

A second comp was on Instagram and there were no T&CS provided at any point. The winner did not comply to the "rules" they had posted but as there are no official T&CS, they can't "prove" the person cheated or were chosen for their followe numbers instead of participating properly with the comp.

A lot of people aren't happy that the company can get away with this. Being based in the UK, I know zilch about US law but there must be some governing body over there that could investigate...

Any help would be appreciated
