Council Tax Rebanding: 2006/7 new build

Am looking into a house purchase, of an apartment which is in the region of £75k at the moment. It was a new build a the peak time of 2006-2007 where, when new, these were sold new for in the region of £115k, so theres been enormous depreciation.
These are all band 'B' properties based on that valuation and a 1991 era calculation.
However, based on the current £75k value, said 1991 recalculation is easily a band 'A' property, so is this grounds for an appeal and a re-banding??...

Buy the flat first then worry about the CT band. What the flat sold for in 2006 or will sell for in 2015 is immaterial, it is what other flats of a similar type and size sold for in 1991.If you are querying your Council Tax band would you please state whether you are in England, Scotland or Wales0

Within a few thousand, they all sold for the same when they were new in 2006-7, which was far too high IMHO - setup for failure but they still sold.
Now, 8 years on, they've dropped and dropped to as low as £70k hence my thinking that the band should drop too.0 -
As I said in my first post, the 2006/7 sale price is immaterial, how does the band compare with other flats of a similar size and type, especially any built from late 1980s to early 2000s.
Changes in economic climate and fluctuating house prices are not a reason for a CT band review.If you are querying your Council Tax band would you please state whether you are in England, Scotland or Wales0
