Hi all.
Wondering if someone can help (or knock some sense into me)
I received a Parking charge notice from Vinci whilst parking in a staff carpark in the hospital where I work. I was parked outside a bay, as were many others and had a ticket for being parked causing an inconvenience. I ignored the PCN (rightly or wrongly) as I assume that it was unenforcable. Today however I received a letter from ZZPS debt collectors asking for the money. I have previous not paid for a PCN and assumed this would be the same. Is it because I was parked in the wrong place? Does this mean Alter the rules so to speak and I should have paid? Also, isit too late to go to an appeals process with one of your templates letters now? "Apparently" this new company, I assume they mean ZZPS as keen as mustard and taking
People to court.
Any advice, good or bad would be gratefully received.

ZZPS taking people to court? Who told you that codswallop? ZZPS by any chance?
ZZPS is the new vehicle for the scumbag who use to run Poxburghe before the OFT shut him down. In common with all debt collectors he is utterly toothless and cannot take you to court, whatever lies he might tell you.Je suis Charlie.0 -
Have a read of the NEWBIES FAQ sticky thread over the weekend. You've given us no timeline so I'm not sure how you expect us to comment on whether 'it's too late'. But there is a section within the sticky in post #1 headed 'Too Late to Appeal - You Think? to help you.
In terms of Debt Collectors - read post #4 in the NEWBIES sticky - this is another specific section to give you information about (powerless) Debt Collectors.
The sticky is quite detailed, so take your time reading it; come back if there's something you don't understand.Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .

To clarify, it was a initially a windscreen ticket received in September and this is the first bit of correspondence I've received, from ZZPS. I looked at the newbie and it appears I've missed a letter that should have come between receiving the wind screen notice and this letter from ZZPS which I assume are debt collectors. I obviously need to start an appeals process with the sticky thread letter template but could someone advise who I am to send it to-Vinci? Or not ZZPS as these are the people that are sending the letters? I'm sorry to be a pain-feel really silly for not understanding this.

You appeal to the PPC and ignore the debt collector. This assumes the event happened in England or Wales. Complain that you didn't receive a NTK and the debt collector letters are the first you have heard about this alleged incident because the driver never told you/there was not a ticket on the car.
