When a ticket wasn't found on the windscreen?

I've just received a notice today from the local council about a parking offence on 1/11/14. I do remember parking there (after some detective work) but it was 8pm and we didn't think you needed to pay then. I've now looked it up thinking they'd made a mistake but see that there was a £2 charge in the evenings. Doh!
Anyway, reading the notice properly it's referring to a PCN that was supposedly issued on that date at that time and that I didn't pay it within the 14 days. But when we came back to the car later that evening there definitely wasn't a parking ticket anywhere. There were 4 of us and we all say the same. I was driving and would definitely remember if there was a plastic bag stuck to the windscreen when I was driving home!
I've made an online representation under 'other' grounds stating that a PCN wasn't received either on the car or by post and requested a photo of the affixed notice or proof of posting/receipt. But is this a good enough defence?
