Cheapest shipping methods from outside EU?

I wondering if anyone is particularly expert in the area of paying VAt etc from buying stuff on the internet? or rather the cheapest way.
I'm after buying a record & tshirt that ships from the US, the total value is £17.50, so I know I'll have to pay VAT as it's over £15 (even though a post on ofcom's website sill states over £18!). I have the option to send it so it arrives via Royal mail or DHL express. But I have no idea how much it will cost in total, DHL say it's an £8 charge plus the VAT, I think Royal Mail are the same. But Royal Mail's maths dont tally with mine, as the last time I bought something from the US that I paid £15.75 for (excluding postage), the total fees were £12.61?
So I was wondering if there's anyone who knows the ins and outs a bit better and can explain /advise?
As this has been something that has put me off buying quite a bit recently.
