Help!! Collar dyed my cat's fur blue!

New collar a couple of weeks ago. Kitty is tabby on top, white underneath, around his neck. Just noticed on the white fur under his chin that the dye has come off the collar!! Took it off and he has a blue line around his neck. :eek: I don't *think* he can lick that high up, but I'm worried the dye may be toxic? What can I…
