I had a run of never reaching my first target, it was so bad I didn't even waste my time trying after a week or so my first target plummeted to just 50 a day for about a week and when I got a streak it started going back up again

I see what you mean. Swagbucks have a system where if people kept not hitting their first targets or if they went away for a while and didn't do any Swagbucking their first target will become lower to try and ease you back into the game.

However, once you start hitting the lower first targets again they will automatically go back up to the normal levels.

I'm not an authority on this but I still feel this has nothing to do with your second target. So if you are able to hit your first targets now with no problems, don't worry about going over the second target. It won't make your first target any higher. For example, I think my highest first target was around the 130 mark.
