CSA advice for my friend please folks!

My friend phoned me tonight to tell me her fiance had started to go through the CSA and she was concerned because his ex (PWC)has told him that she will tell the CSA that he has never ever paid her a penny - she has been getting £280 a month from him for 2 children, however, he is in University and works part time so is really skinting himself but he has been doing this the last few years.
The Ex has got shirty about him meeting someone else, and is now refusing access. The Guy has explained that he is broke, needs money to plan the Wedding and she has been a complete Mare about it.
My friend is fuming about how she has been treated, and told him under no uncertain terms is he to give her money without a receipt. He is to go through the CSA and do it properly. My friend is worried about money also and he is paying a fair whack.
Anyways, CSA have told him he is to pay £5 a week BUT the ex is going crazy and says she is going to hit him for every penny from when the children are small.
It is my belief that she can't do that, but I just want to make sure, for the sake of my friend, I am giving her the correct information.

My understanding would be that he would have to pay what the CSA state and that it would not be backdated. They could only enforce it from the date the CSA were first contacted. So he shouldn't worry about her claiming she hasn't had any money from him. Hope this helps.I can only please one person per day.Today is not your day.Tomorrow doesn't look too good either.0

Agree with aussiesbird the CSA can only collect money from the NRP when they are first contacted, the PWC can't dictate.Hit the snitch button!member #1 of the official warning clique.

I thought this was so, but wanted clarification!! When we were contacted by CSA it went from the date they got in touch.

Hypothetically,
If a PWC was claiming income support from BEFORE a child is born and is still claiming income support and CSA have never been involved.What if PWC contacts CSA (years later) and tells them NRP has never paid a penny from when child(ren) were born?
Would the NRP face a big bill from the CSA because the treasury has paid out benefits to the PWC?0 -
not unless the CSA made contact with the NRP - the NRP has to have been sent a MEF to complete - the Effective Date is set when the MEF is sent0
