I'm looking at buying my council flat sometime next year, and have heard you can use the RTB discount as a deposit ??.

Being able to mortgage a council flat will depend on what it is made of, type of structure, location, number of storeys, proportion of those owned to those still council etc.
Then, there's your "mortgageability" such as credit worthiness and affordability.
