Reporting Fraud

Any idea why, when reporting fraud, HMRC want to do as little work as humanly possible?
I want to report a neighbour of mine for tax evasion. He has worked as a mechanic from his home in our terraced street for, if I'm to believe what the neighbours tell me, around 8-9 years.
He claims various different benefits (according to people that know him)
He doesn't merely park up and repair a car, he blocks off around 4-5 houses worth of parking space with numerous vehicles, regularly covers the footpath in oil and is generally a nasty piece of work.
I've been told he was reported once before, but nothing could be proven... however, now we have CCTV in the street and it's filmed him numerous times blocking people driving past by being laid out in the road fixing some knackered jaloppy.
Problem? I called HMRC and told them all of this, but they weren't interested, because I don't know his name, just his address.
This is hilarious. I worked for the DWP which uses the same database. You only need to type in an address OR a name OR a national insurance number and up the person pops! :rotfl:
What a ridiculous, pathetic excuse. No wonder people get away with so much fraud in this country. What a joke!
Does anyone have any advice on how I can either find out the lout's name or explain to HMRC that I can train a toddler to do a better job?

Firstly call your local planning department sounds like he is contravening planning law..take pictures and email them. If you report the suspected fraud online I don't think you need the name just address and type of business0

go to the library and look it up on the electoral roll, which is listed by address.The questions that get the best answers are the questions that give most detail....0

If he is indeed claiming various benefits but is earning a living as a mechanic then he could get into trouble with the DWP. The DWP is far more serious about identifying and punishing fraud than is HMRC (people who commit tax fraud generally vote differently than those who defraud the DWP), so getting the DWP on his back would be a more effective strategy. HMRC does not really have the resources to do anything about the people who choose not to pay tax, and relies on the honesty and community spirit that most wealthy people generally display. If you feel that this approach is mistaken, tell your MP: basically there is no-one left at HMRC so not much point telling them anything.0

Why haven't you done anything about the benefit fraud? Frankly the Govt is only interested in that, not tax evasion.0 -
If you don't know his name, despite the fact that he's lived there for "around 8-9 years" why don't you just introduce yourself to him and ask what his name is, like a normal neighbour would do?0

And then pray he doesn't put 2 and 2 together about who reported him if he does get pulled in.:D All you need is the address, not the name, to make the report.0
