Old PCN's - how long can I avoid them?

Hey everyone,
In 2010-2012 I had a company car with my job, and received a lot of parking tickets! I paid the majority, but towards the end I was just about to leave my job to go travelling so I stupidly ignored the rest thinking they would just disappear!
Of course they didn't, and I've received an email recently saying that 3 of them (from a local authority council) are now amounting to £1550. I have recently returned from a 2 year long travelling stint so have contacted them via email to try and set up a payment plan. They've responded saying the minimum they will accept is £250 a month which is just not feasible. firstly do you know if they're able to request this amount if I'm able to prove I can't afford it?
How long will I be able to avoid these for if I don't make payments? Will they just go away after some time?
A few points to mention;
I'm not on an electoral register
The collection agency have already been to my dads address where I am registered and he has proven I don't live there so they seem to have accepted that and left him alone.
I'm not on a council tax register.
The DVLA nor my bank have my current address.
No credit reference agencies have my current address.
Royal Mail or any other mail forwarding services are unaware of my current address too.
I do have a full time job now but am unsure if 'collect services' are able to check the employment register.
Of course as I get more settled back into life in the UK I will soon have a permenant address and will have to update my details with the relevant authorities, but I am just wondering with my current situation what can be done to find me?
Any help / advice would be greatly appreciated!
