I am helping somebody come out of a debt management plan and encouraging them to deal with their debts themselves. I notice that he has been paying £11.49 per month PPI to the debt management company. Can we claim this back?

No, it wouldn't be PPI to a debt management company.
You only get PPI with either a loan, creditcard, or catalogue account, or similar.
The £11.49 a month may be the charge they make for "administering" his DMP.

It is definitely PPI The company is Harrington Brookes
They have sent a letter giving PPI reference which starts 'In line with competition commissions protection insurance market investigation order 2011 we enclose annual review of your policy. They are asking my friend to review his policy to ensure he has enough cover.
He pays them £11.49 per month and it clearly states annual cost of PPI IS £137.88 per year0
