Very Confused...(Elite Management and UCS)

Hi all,
Have tried to read the stickies/other posts, but still a bit confused as too what I need to do next.
At the end of July this year my partner received a ticket from Elite Management LTD, after parking in an area which didn't have very clear signage, no road markings and no previous history of being ticketed. At the time I posted on here and I was told to wait for EM to write to me so I could argue the case with them.
It is now nearly 4 months on, and I assumed that the issue was forgotten, but today I have received a letter from Ultimate Customer Solutions (UCS) who say that I havent responded to any any communication with them and I now have to pay the full balance ( which is now £172 after admin fees ) within 14 days. Obviously, I havent responded to any communication with EM as there hasnt actually been any.
Where do I stand now, and what should my next step be!
So sorry, as Im sure this issue has been repeated over and over, but this is my first time disputing a parking fine, and Im now a bit panicked over this £172 fine to pay especially just before xmas.

Complain in a strongly worded email to Steve Clark of the BPA and the DVLA (email addies in the NEWBIES FAQ sticky, post #6) that no Notice to Keeper (NtK) has been served in order to attempt to invoke keeper liability under PoFA 2012.
Instead, they have gone immediately to debt collectors (UCS) - who, by the way, can be ignored (again read the NEWBIES FAQ sticky, post #4 - all about powerless debt collectors) with no reference to the keeper via a NtK as per POFA 2012.

Why on earth would we write a template for a two or three line complaint email; people can and should write their own. I hate templates and the only reason I provide one in the newbies thread is to stop numpties from writing about what happened around the ticket/parking event and blabbing about who was driving (as much as we tell them not to, some people still write 'I paid and displayed' or 'I parked'). So I was forced to write one, but not for email complaints.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

You won't, you'll get begging letters and letters asking to pay an invoice, only councils/police issue fines.I'd rather be an Optimist and be proved wrong than a Pessimist and be proved right.0
